California Sports Betting Bill Grants Exclusive Rights to Tribes and Racetracks

A proposed California law seeks to grant exclusive sports wagering privileges to tribal groups and racetracks.

This constitutional alteration, designated as SCA 6, was submitted to the Governmental Organization Committee. It outlines the specifics of sports wagering within California, including the authorization of online betting.

Senator Bill Dodd proposed this amendment, which is an expansion of Assemblymember Adam Gray’s ACA 16. Both legislative proposals were initially presented in June 2019. Initially, these bills merely proposed a statewide ballot measure on the matter, requiring a two-thirds majority vote for enactment.

The legislation has been broadened to encompass retail wagering, which could be provided by racetracks and Native American tribes, mirroring the referendum proposal presented by the Tribal Alliance last November.

However, in contrast to the referendum proposal, SCA 6 and ACA 16 would permit each licensee to offer a single mobile platform alongside their retail offerings.

Indigenous sources previously informed iGB North America that they were reluctant to incorporate mobile wagering into their proposal because they doubted California residents would endorse it.
