Romania has witnessed a surge in collaborations between operators and providers recently, all competing for a share of the activity in this flourishing market. Ana-Maria Baciu, a legal expert specializing in intellectual property and affiliated with the Romanian National Association of IP Attorneys, stated that “From 2016 to the present, the regulatory body in Romania has issued approximately 475 Class 2 permits for gaming entities… Of these, the software/game vendors possess between 140 and 150 permits, with roughly 25 being granted in 2023 alone.” She further noted that despite modifications to licensing costs since October 2023, the market persists in exhibiting robust strength.
